Objectives of National SC-ST Hub Scheme
The main objective of the National SC-ST Hub Scheme is to help all the Scheduled Caste and Scheduled Tribe students of the country to build their own Micro, Small and Medium-sized Enterprises (MSME) units. The benefits of this scheme will be mainly available only to the enterprising citizens of Scheduled Castes and Scheduled Tribes of the country. Special Credit Linked Capital Subsidy Scheme
A Credit Linked Capital Subsidy Scheme has been launched by the Ministry of MSME with the objective of facilitating technology upgradation in MSEs by offering upfront capital subsidy of 15% to MSEs. In addition, established and advanced technology has been permitted in 51 sub-sectors/products specified by the government. SPRS, or Single Point Registration Scheme

Eligibility for National SC-ST Hub Scheme

How to Apply in National SC-ST Hub Scheme 2023?
Micro and Small Businesses (MSEs) have to submit their application in duplicate either online or on the prescribed form, to NSIC Zonal/Branch Office or NSSH Office. Fee for Registration

- Under this, the government has set aside 25% of the annual procurement requirement for 4% SC or ST businesses, along with 3% of the annual procurement requirement for businesses run by women entrepreneurs of the country. will be kept separate.
- In addition, 358 additional items have been set aside by the Ministry of Micro, Small and Medium Enterprises for exclusive purchase from the SSI sector.
- Micro and small businesses have to submit their application either online or on the prescribed application form to NSIC Zonal/Branch/Sub Branch and Sub Office/Extension Office. Along with this, they will also have to submit the required fee and supporting documents along with the application.

Special Marketing Assistance Scheme
Marketing assistance is provided to the SC/ST enterprises of the state through certain programs to enhance the competitiveness and marketability of their products. This event is as follows:-

Features of Special Marketing Assistance Scheme
- It is mandatory for the SC/ST units to be registered with the MSME Data Bank while availing the benefits under the scheme.
- Additionally, the booth/stall should not be larger than 3m x 3m at the exhibition or trade show.
- SC/ST business owners have been permitted to claim reimbursement under SMAS for a maximum of 2 (two) international events and 4 (four) domestic events every year, irrespective of the number of units owned by them. Along with this, no person can represent more than one MSE during a financial year under this.
- At least five SC/ST businesses are required to participate in an international exhibition, trade fair, or symposium to travel abroad. Further, no prescribed quota of units is mandatory for participating in international exhibitions/trade fairs abroad.
- An NSIC representative can go to this position with citizens who have five or more SC/ST businesses participating in international competitions abroad. Apart from this, if SC/ST businesses participate in more than ten, then one more representative can be considered, which will be from NSIC or Ministry of MSME. All such officers will be given their entitlement-based duty allowance.
- SC/ST units should submit their applications to NSSH at least one month in advance for domestic programs and two months in advance for international programs through the regional offices of NSIC.
- Apart from this, it is necessary to establish the targets for each year for the vendor development program, and the participation of MSMEs is also possible in reaching these targets.
- The proposals submitted under SMAS in NSSH will be reviewed by the Screening Committee of NSIC for MAS, and may also be cleared by CMD-NSIC based on its suggestion. Along with this, the proposals should be submitted for approval to the Administrative Ministry in exceptional deviation circumstances.
- The SMAS will be subject to all the additional terms and conditions, application forms, documentation requirements and eligibility requirements mentioned in the Ministry of MSME’s International Cooperation Scheme guidelines as updated from time to time.
- The SMAS program will be overseen and funded by the Ministry of MSME under the National SC/ST Hub programme.
