Police Clearance Certificate (PCC)
Police Clearance Certificate is also known as PCC. This certificate is issued to all the citizens of India. This certificate is given to all the citizens of India who want to go to any other country to work there, to live there permanently, or for the purpose of living there permanently. Further, the Government of India is not required to provide PCC to a tourist traveling outside the country on a tourist visa. Under this, 17 countries have been given the label of ECR due to their liberal rules allowing immigration and employment of foreign nationals. Mandatory Documents for Most Cases
To request under Police Clearance Certificate, three types of documents are required which are mandatory to be submitted, these documents are as follows:-
- Original passport of the applicant along with a copy of the first two and last two pages which are self-attested along with the page listing ECR/ECNR, page listing observations.
- Under this, if the address on the document is different from the address printed on the passport, the verification of document change has to be displayed.
- Additionally, if the applicant’s visa was not issued in English, it is mandatory to provide a copy of the visa along with an English translation.
Documents Required for Police Clearance Certificate
For Skilled Or Semi-Skilled People
Skilled/semi-skilled citizens of India who have signed direct contracts with a foreign employer. Under this and not through the recruiting agents approved by the Guardian of Emigrants, the following documents are required to obtain this certificate:-
- Permanent proof of address.
- Old passport and a self-attested copy of the last and first two pages, along with the ECR/Non-ECR designation
- Documents are required along with a self-attested copy of employment agreement.
- A valid visa reproduction visa must be in English or its translation.
For Unskilled People / Female Candidates
All those who have signed a contract with a foreign employer directly, not through a recruiting agent and women who are unskilled men and women (30 years or more). So in this situation it is mandatory for them to submit these documents:-
- An old passport and a self-attested copy of the last and first two pages, along with the ECR/Non-ECR designation.
- Permanent Address Proof.
- Employment contract attested by the appropriate Indian Mission or permission letter from the relevant Indian Mission/Post
- A valid visa reproduction visa must be in English or its translation.
For Skilled/Semi-Skilled Persons (Through Recruiting Agents)
Citizens who have signed a contract with a foreign employer through RA and are skilled/semi-skilled candidates are required to submit the following documents:-
- permanent proof of address
- Old passport and one self-attested copy of last and first two pages, along with ECR/Non-ECR designation.
- Mandatory documents other than copies of employment contract, demand letter, and power of attorney from the foreign employer certified by the relevant RA.
- A copy of the Registration Certificate issued by the POE.
For Unskilled Persons/Women Candidates (Through Recruiting Agents)
Citizens who have signed a contract with a foreign employer through RA and are unskilled candidates or women are required to submit the following documents:-
- Mandatory documents apart from copies of employment contract, demand letter, and power of attorney from the foreign employer attested by the relevant Indian Mission.
- A copy of the Registration Certificate issued by the POE

- An old passport and a self-attested copy of the last and first two pages, along with the ECR/Non-ECR designation.

Procedure to Apply Online for Police Clearance Certificate
- First of all you have to go to the official website of Police Clearance Certificate. After this the homepage of the website will open in front of you.
- On the homepage of the website, you have to click on the option of New User Registration. After this you have to enter the registration details.
- After successfully registering, you have to click on the option of login. After this you have to click on the option of Apply for Police Clearance Certificate.
- Now you have to enter the details of all the information asked and click on the submit option.
- Next, after navigating to the View Saved/Submitted Applications menu option, select the option labeled “Pay & Schedule Appointment” on your screen.
- Under this it is necessary to do so online, the payment should be submitted in the same manner.
- Then make the payment using any credit card or debit card, online banking services of SBI and associate banks as well as SBI Bank Challan.
